Nationals vs. Residents – What’s the Difference?

 

Carnival’s policy makes an important distinction between where you are from and where you live:

• Nationals of Russia, Belarus, Cuba, Iran, North Korea, Syria, or Ukraine

can sail only if they permanently reside outside of the Prohibited Jurisdictions and can prove it with documentation.

• Residents of any Prohibited Jurisdiction

cannot sail, no matter:

o What country their passport is from

o What tourist visa they hold

o Who makes or pays for their booking

Guest 1 lives in the United States and books a Carnival cruise for himself and Guest 2, his mother, who lives in Russia and holds a U.S. tourist visa.

 

Even though:

• The booking is made and paid for by Guest 1 in the U.S., and

• Guest 2 has a valid U.S. tourist visa,

 

Guest 2 will not be allowed to sail because she resides in Russia, which is on the list of Prohibited Jurisdictions.

 

The key factor is place of residence, not just citizenship or visa status.

Documentation Required to Prove Residency Outside Prohibited Jurisdictions

 

If you are a national of Russia, Belarus, Cuba, Iran, North Korea, Syria, or Ukraine and you live outside of the Prohibited Jurisdictions, you’ll need to provide proof that you permanently reside elsewhere.

Carnival will accept the following two types of documents:

1. Government-Issued Identification (One of the following):

• Passport

• Voter’s Identification Card

• National Identification (ID) Card

• Driver’s License

2. Proof of Residency (Dated within the last 6 months):

• Tenancy (rental) agreement

• Mortgage agreement or statement

• Utility bill (electricity, water, gas, internet, etc.)

• Bank statement

• Letter from a local authority

Both types are required:

• One to confirm your identity, and

• One to confirm your current residency.

Guests Who Are Not Allowed to Sail

You cannot sail with Carnival if you are:

 

• Ordinarily resident in any of the Prohibited Jurisdictions listed above,

• Even if:

o You hold a passport from a different country, or

o You have a tourist visa from another country, or

o A friend or family member who lives outside a Prohibited Jurisdiction books and pays for the cruise on your behalf.

In short:

 

If your primary residence is in a Prohibited Jurisdiction, you are not eligible to sail with Carnival at this time.
